The purpose of the ATPC is to develop participants' autonomy in conducting WTO-related work by: (i) encouraging critical thinking to explore the linkages between WTO rules and disciplines and countries' trade policies and interests in the multilateral trading system; and (ii) enhancing analytical and negotiating skills to engage in trade policy formulation and implementation, monitoring and surveillance, WTO negotiations or dispute settlement.  Both legal and economic aspects of WTO rules and disciplines will be examined in a series of interactive sessions focussing on case studies, simulations, and exercises, including hands-on use of WTO databases and analytical tools available online.  Roundtable discussions will provide a platform for practical exchanges, sharing of experiences and best practices as well as debating present-day trade topics.

Objective

The 2024 SPS Transparency Champions Course will be comprised of sessions and activities related to the implementation of the transparency provisions of the SPS Agreement as well as the ePing SPS&TBT Platform. It will offer selected government officials an opportunity to gain comprehensive knowledge and practical skills to implement and benefit from the WTO's SPS transparency framework. In addition, participants in this course will be required to prepare action plans to improve the SPS transparency framework in their countries/territories. A Follow-up Session of this course will be organized in Geneva in 2025 (to be confirmed), allowing participants to report on the implementation of their action plans.

Pre-requisite: Governments of Members and Observers of Least Developed Countries, who are eligible to benefit from training and technical cooperation activities, are invited to nominate one to three candidates for the Introductory Trade Policy Course for Least Developed Countries. The course represents a "Level 1" training activity within the WTO progressive learning strategy, and is targeted at Government officials from LDCs who are currently working or are expected to work on WTO-related matters in the near future. In addition, candidates must possess an excellent ability to communicate in English, both orally and in writing.

WTO Workshop on Competition Policy, Trade and Development.

17 July - 19 July 2024

This Workshop will provide an opportunity for participants to enhance their awareness of the complementarities of competition and trade policies in support of economic development, with particular reference to the relevant WTO agreements, including the Trade-Related Aspects of Intellectual Property Rights (TRIPS) Agreement, the General Agreement on Trade and Services (GATS) and the Agreement on Government Procurement (GPA 2012). The programme includes several case studies examining the advantages of integrated policymaking especially in public health and government procurement domains. Attention will also be given to WTO rules relating to competitive neutrality as well as inclusion of competition policy chapters in free trade agreements. A group exercise will be organised to stimulate discussion among the participants.

The programme will comprise presentations by WTO Secretariat and international experts. The Workshop will be held in English.

El objetivo del curos es desarrollar la autonomía de los participantes en la realización de trabajos relacionados con la OMC mediante: (i) el fomento del pensamiento crítico para explorar los vínculos entre las normas y disciplinas de la OMC y las políticas e intereses comerciales de los países en el sistema multilateral de comercio; y (ii) la mejora de las capacidades analíticas y de negociación para participar en la formulación y aplicación de la política comercial, el seguimiento y la vigilancia, las negociaciones de la OMC o la solución de diferencias.  Los aspectos jurídicos y económicos de las normas y disciplinas de la OMC se examinarán en una serie de sesiones interactivas centradas en estudios de casos, simulaciones y ejercicios, incluido el uso práctico de las bases de datos de la OMC y las herramientas analíticas disponibles en línea.  Las mesas redondas servirán de plataforma para intercambios prácticos, puesta en común de experiencias y mejores prácticas, así como para debatir temas comerciales de actualidad.
